SBS Transit fined for safety lapses which resulted in death of security guard

By Singapore Rat Race There seems to be a mistake in the Straits Times's reporting over the safety lapses by SBS Transit which resulted in the death of a security guard. The maximum fine for violating MOM WSH is not $10,000. (ST source) Image may be NSFW.

SBS Transit fined for safety lapses which resulted in death of security guard
Referring to the table listed in the Ministry of Manpower (MOM)'s website. The Liabilities & Penalties of the Workplace Safety and Health Act states a general maximum penalty for offences . (MOM link and statues in AGC )
SBS Transit could have been fined up to a maximum of $500,000. But for this case of negligence, SBS Transit was only fined $7,000 for causing the death of a security guard. (source) $7,000 is only 1.4% of the maximum fine. This seems like a slap on the wrist. First there was a fatality in this incident and secondly the gate was left without a motor (hence a risk for toppling over) for 6 months - between October 2010 and March 2011 when the incident occurred.
